Step 1: Do all of the normal things to create a playlist on your pc with local files, and download them. Use whichever wifi you want to download them.
Step 2: Open the playlist on your phone's spotify, and press the download button. At this point the problem arrises, where the songs are blacked out and it says waiting to download forever.
Step 3: Close spotify on your phone, while keeping it open on your pc.
Step 4: Create a personal hotspot on your phone and connect your pc to it.

Step 5: Open spotify on your phone and all the songs should start downloading right away!
Lmk if this works for everyone else, for reference I have an iphone so I'm not sure if it would work differently on androids, but if they also have hotspots try it out.
