Steam won't update any games, or install new ones. They don't download, they just show that 0.0MB out of 0.0MB has been downloaded. I've tried opting in.

Hey guys, I was curious if this is something anyone else is experiencing as of the last day or so or just me. As the title states I can look at my library but the store, community, etc just sit in a state of perpetual loading. I tried setting my Steam Beta Participation to receive the new Beta update but that sadly didn't fix it, so I was hoping someone had an answer. It's not the end of the world considering it's not really where I do my gaming but it's convenient when I want to browse around. So thank you everybody. :D

Steam Mac Won't Download Game Play

Everytime I start a download it will work for a little amount of time but then it will pause and say 'UPDATE REQUIRED (NOT QUEUED)'. It also says it is scheduled for a certain time a few minutes in the future and the download will then continue but will stop again only to have the same error. It means I can't download any games and it is incredibly frusttrating. I have searched for a solution all over the net and I guarantee that if you give me a solution that is generic I have already done it so please give me something useful.
Also, when I click play on the game to have it auto launch, it says it cannot download the game and in brakctes it says download corrupt. I have also set GTA V (one of the games not working) to a high priority. In addition to this, I can't boot up certain games which may have something to do with it.
If you need any more info, please ask and I'll respond very fast. I am talking minutes (including the time it takes me to type or get info).
I am on Windows 8.1 Pro 64 bit by the way. Here are my specs -

* RAM: 8GB Hynix RAM @ 1600MHz
